In concern to the fact that this bill argues to put the rights of this aquifer into the hands of the Federal Government whereas the Republican Party would naturally argue otherwise, this bill is indeed in the best intrest of our nation as a whole as well as the Republican Party. The purpose of this bill is to protect our natural resources for now and for the future and it is vital that all parts of this aquifer are governed congruently. Also, it is correct under the Constitution that this aquifer be governed by the National Government. Therefore, this bill is in the best intrest of every citizen of this nation and of all political parties. SECTION 1. TITLE
This Act may be cited as the “Water Tapping Act of 2008.” SECTION 2. PURPOSES
(1) To protect the water supply in our nation;
(2) To preserve a vital resource for future generations. SECTION 3. ELIGIILITY
This bill applies to all individual land owners and corporations
with access to the Ogallala aquifer. SECTION 4. TERMS AND BENEFITS OF SERVICE
(1) The drilling into aquifers for personal or private usage by individual landowners and corporations is outlawed;
(2) Those who do not comply with these regulations will be fined;
(3) Only for the commercial and economical purposes of public distribution is any corporation allowed to drill and extract water from aquifers. For these purposes a state approved permit to do so is necessary;
(4) The failure to produce a state approved permit will result in fines;
(5) The amount of water being extracted from the Ogallala aquifer will be monitored and regulated. This will pace our usage to make sure there will be water for future generations; SECTION 5. ADMINISTRATION
The Environmental Protection Agency is established to protect human health and the environment. Under this agency the National Aquifer program shall be devoted to protecting the water supply in our nation and keeping track of its depletion for future generations. Law officers, government officials, and business inspectors shall enforce the terms outlined. SECTION 6. AUTHORIZATION OF APPROPRIATIONS:
For purposes of carrying out this title, there are no authorized appropriate sums necessary. SECTION 7. DEFINITIONS
